Traffic significance

The subject of the proposed construction “Road I/45 Bruntál – eastern bypass, stage I” is the construction of the eastern bypass of Bruntál with the possibility of connecting the road to the prospective northern bypass of Bruntál and the prospective relocation of the road I/11 Žlutý kopec.

The I/45 road is part of the north-south road transit routes. However, its parameters do not correspond to the traffic significance of the given road and a number of serious traffic defects occur on the route. In particular, the road passes through individual settlements such as Bruntál. It is not possible to remedy this except by fundamentally rebuilding the entire traffic route.

For the former district of Bruntál, the priority at present is the route of the I/45 road to the border crossing Vysoká-Bartultovice, which requires the gradual construction of a bypass outside built-up areas.

The replacement of the current I/11 road through Bruntál by a new feeder road, the so-called Žlutý kopec, cannot be considered as the final solution for the I/11 road in the town area. This solution will only improve the situation on today’s Opavská and Nádražní Street, but further fixes the not very satisfactory solution of the I/11 road around the town core and along Jesenická Street. The construction of both the eastern bypass of the I/45 and the northern bypass of the I/11 should therefore be considered as a definitive solution.

The bypass will improve the traffic situation in the city and the related negative impacts on the population, such as excessive noise, increased emissions and traffic hazards.

Location and description

The construction “Road I/45 Bruntál – eastern bypass, stage I” can be considered as the initial stage of the rebuilding of traffic routes in the administrative territory of the town. The bypass will supplement the existing traffic skeleton with a road bypassing Bruntál along its south-eastern edge. On the southern and northern outskirts of the town, the bypass will be connected to the existing I/45 road, and on the eastern outskirts of the town to the I/11 road.

The 4510 m long route of the I/45 road (width category S 9.5/80) is routed to the east of the town, where it passes through open terrain and mostly touches agricultural land. The terrain profile is undulating and the route is therefore routed through cuts and along embankments.

The start of the I/45 bypass is situated south of Bruntál, where it connects to the existing I/45 road leading to Olomouc at km 0,600 via the Bruntál-South level crossing. Left turn lanes will be provided at the junction. The route of the I/45 road diverges from the existing road in front of the petrol station and is routed in a north-easterly direction across the Olomouc Main Line – Krnov railway line. In the area between the residential development and the municipal sewage treatment plant, it crosses the valley of the Černý Brook with the II/452 road by a flyover.

The route of the I/45 road then passes through the saddle of Zaječí Hill and continues along the western slope of Kozinec Hill. It then passes under the planned 520 m long relocation of the I/11 Žlutý kopec road, which is designed in category S 11.5/80. The I/45 road is connected to the existing I/11 road leading to Opava by means of an eight-point off-ramp junction. The connection of the I/11 Žlutý kopec road with ul. Opavská Street with a length of 345 m is designed in the basic width category MS2k 11.5/50.

The designed route of the I/45 road then continues northwards, again passing under the Olomouc Main Line – Krnov railway line and connecting to the route of the I/45 road in the Oborná bypass leading to Krnov, the construction of which was completed in 2000. In this area it crosses the Oborenský brook. Through another level crossing, Oborná (also with turning lanes for turning off the main route), the Krnovská Street relocation (now I/45) is connected to the I/45. The connection of the village of Oborná to the town of Bruntál from Krnovská Street and also the connection of the KARETA site is maintained via the relocation of road III/0452, or the intersection with the original I/45. The proposed spatial layout of the intersection enables the connection of the future route of the I/11 road, the northern bypass, to the I/45 road.

The proposed bypass passes through an area densely intersected by utilities. Almost all of these lines will be affected by the construction of the I/45 road and associated facilities at various locations and to varying degrees.

Two houses and a petrol station will be demolished for the construction of the bypass.

In 03/2016 an update of the project plan was approved. CK MD approved the change of category from S 11.5 to S 9.5, modification of the technical design of the intersections and reduction of the structures. In 2017, the amendment of the project DÚR was completed and engineering activities for the issuance of a new ÚR were initiated. The application for the change of ÚR and the application for the extension of the original ÚR (from 2008) was submitted to the Bruntál Municipality on 5 December.

In 05/2018 the zoning procedure was started. On 05/11/2018, the Bruntál Municipality issued an amendment to the ZR and an extension of the original ZR. An appeal was filed against the ZR. However, on 17/05/2019, the RDC received a notification from the Bruntál Municipal Authority that the ZR became legally effective on 11/12/2018.

In 03/2019, the supplementary GTP was launched. In 03/2020, the documentation for the construction permit (DSP) was submitted. The approval of the geometric plans has been carried out and the bypass route has been entered in the cadastral maps. Land purchases were initiated in 01/2021. 21 title deeds have been settled with one case remaining to be resolved. The application for the SP was submitted on 07/12/2021 and on 23/05/2022 the CA published a notice of commencement of the construction procedure. The issuance of the SP (for the main structures) by the CA occurred on 22/7/2022. The PDPS has been prepared and tree removal has been carried out. On 7/11/2023, the tender for the construction contractor was launched. However, due to additional questions from bidders, the deadline was extended and finally expired on 15 April 2024. 5 bids were submitted, ranging in price from 827 to 925 million EUR. CZK (excluding VAT). At the end of 02/2024 the tender for the preparer of the ZAV and earthworks for the ZAV was launched and in 06/2024 the contract for the execution of the earthworks for the ZAV was concluded. In 07/2024 the contract for the ZAV itself was signed. On 07/23/2024, the RDC entered into a contract with the winning bidder. The ceremonial start of construction took place on 30/08/2024.
